With over 30 years of experience in property valuation, Mr. Whitney has an extensive background in various properties throughout the state of Texas. Additionally, Mr. Whitney has performed consulting services for properties outside Texas, including assignments in California, Florida, Kansas, Massachusetts, Mississippi, New Hampshire, New Mexico, New York, North Carolina, Oklahoma, Rhode Island, South Carolina, South Dakota, and Virginia.

Whitney & Associates is one of the few appraisal firms awarded contracts by the State of Texas Comptroller of Public Accounts (Property Tax Division) to perform special assignments, such as the annual ratio study. The annual ratio study is essentially an audit of appraisal districts throughout the state. Each school district’s government funding is affected by the results of this study. Mr. Whitney has been involved in the ratio study for 10 years and has performed analyses of over 20,000 parcels in 15 counties.

More recently, the firm has performed assignments for the purposes of portfolio management, investment analysis, right-of-ways and litigation proceedings. The Texas Department of Transportation, Montgomery County, and The City of Conroe have utilized Mr. Whitney’s expertise in the expansions of Interstate Highway 45, FM 830, FM 1488, FM 1774, FM 2978, FM 3083, Wilson Road, Woodlands Parkway, Nichols Sawmill Road, and additional major projects to accommodate the area’s rapid growth. Additionally, Whitney & Associates has worked for TxDOT on the widening of IH 35 in Bell County and with the San Jacinto River Authority on a 55 mile water transmission line. The firm also has extensive experience in the valuation of various types of easements.

Since 2006, Whitney & Associates has also been selected to conduct appraisals of insurable values for over 60 school districts throughout Texas and Oklahoma. Mr. Whitney has qualified to testify as an expert witness numerous times in Texas State Courts and Federal Courts.

Keith McCumber is a Senior Associate of Whitney & Associates. He received his undergraduate degree in 2000 from Texas A&M University and his graduate degree in 2002 from Sam Houston State University. Over the years, Mr. McCumber has been exposed to a diversity of properties throughout the Texas region. Additionally, he consulted for properties outside of Texas, which include assignments in the States of Pennsylvania and New York.

Since 2000, Keith McCumber has appraised a broad range of property types ranging from vacant parcels to complex income-producing and special use properties, as well as feasibility studies, portfolio management, right-of-way and litigation proceedings, expert witness testimony, and appraisal reviews. Mr. McCumber is a State Certified General Real Estate Appraiser in the State of Texas (TX-1334227-G), holds multiple designations of the Appraisal Institute (MAI, SRA, AI-GRS), a SR/WA designation and R/W-AC certificate with the International Right of Way Association (IRWA); and an ASA designation with the American Society of Appraisers.

Mr. McCumber has worked with the Texas Department of Transportation, Montgomery County, the City of Conroe, Fort Bend County, City of Rosenberg, and many other municipalities for expansions of various highways, roadways and interstates throughout the state. Additional right of way services include various utility and drainage acquisitions for numerous condemning authorities.

Scott McDonald joined Whitney & Associates in 2002 and is a Certified General Real Estate Appraiser in the State of Texas (TX-1337696-G). With over 20 years of property valuation experience, Mr. McDonald has appraised a broad range of property types, including vacant parcels, single-family residential, multi-family residential, light industrial, hospitality, institutional, recreational vehicle/mobile home parks, and retail.

Additionally, Mr. McDonald has worked with multiple condemning authorities on a variety of projects for right-of-way acquisitions. Mr. McDonald has worked with the Texas Department of Transportation and multiple municipalities and counties throughout Texas, including Montgomery County, Harris County, Fort Bend County, Galveston County, the City of Conroe, the City of Rosenberg, and the City of Sugar Land. Right of way projects for the various entities include property acquisitions for roadway expansions, drainage/detention, sanitary sewer easements, water line easements, and other utility easements.

James Sullivan graduated from Texas A & M University in December 2005 with a Bachelor of Science in Industrial Distribution. Mr. Sullivan joined Whitney and Associates in 2007. With over 6 years of experience in property valuation, Mr. Sullivan has been exposed to various property types throughout the state of Texas.

Mr. Sullivan was also chosen to assist in the appraisals of insurable values for over 40 school districts throughout Texas. Additionally, Mr. Sullivan has assisted with numerous assignments from right-of-way acquisition and right-of-way proceedings in Montgomery County.

Stephen Small graduated from Blinn College with an associate’s degree in Real Estate in May 2005 and Texas A & M University in May 2004, with a Bachelor of Science degree in Agricultural Development. He obtained a Texas Real Estate Salesperson License in August 2005 and has 8 years of experience in the real estate business.

During August 2008, he joined Whitney and Associates as a commercial appraiser trainee. His responsibilities include inspecting properties and preparing appraisal reports and consulting assignment.

In December 2010 Mr. Small assisted in the appraisal of over 15 school districts throughout the southern Oklahoma Region.

Kimberly Mobley

Kimberly Mobley has been with Whitney and Associates since 2004 and directs our Residential Division. Kim is a graduate of Sam Houston State University where she earned a Bachelor’s of Science. She received her Texas State Certified Residential Real Estate Appraiser’s license in 2001 and has accumulated over 20 plus years of experience in appraising residential properties as well as farm and ranch. Kim specializes in unique properties such as metal homes, custom homes on acreage and rural properties. Kim continues to broaden her knowledge with new and continuing education classes. Ms. Mobley is also FHA certified and has performed USDA appraisals.

Logan Whitney is the newest member of the Whitney & Associates team. Mr. Whitney graduated Summa Cum Laude with a Business Management degree from Texas A&M University’s Mays Business School in 2021. Mr. Whitney continued on at Mays to receive his Master of Real Estate degree in 2022, where he was one of few students to graduate from the program with a 4.0 GPA. While at Texas A&M, Mr. Whitney enjoyed going to Aggie football games, serving as Lieutenant on the standards board of Phi Beta Lambda, and volunteering with BUILD.

While finishing his undergraduate degree and through his master’s, Mr. Whitney worked as an intern at Clark Isenhour Real Estate, a College Station commercial brokerage firm. While at Clark Isenhour, Mr. Whitney was responsible for locating appropriate comparable sales for brokers to use in determining listing prices and drafting BPOs. Over the Summer of 2022, Mr. Whitney interned at CBRE’s San Antonio office, where he updated and maintained the industrial team’s internal data to reflect the current leasing market.
